POSITION SUMMARY:


The primary responsibilities of the role will include HR systems and processes, workforce planning and analytics, and associated procedures, policies, and standards relating to the HRIS function. This position would ensure the vision, strategic objectives, and methodology to streamline HR and Payroll processes related to the Human Capital Management (HCM) application are delivered while identifying ways evolve the application with a focus on delivering value to internal and external customers.  This role would need to partner and collaborate with leaders and team members in HR, payroll, accounting, IT, and other areas of Targa to analyze work process design, system and process gaps, and inefficient practices.  The role will be responsible for configuration, testing, implementation, training and support of all HR technology solutions

JOB FUNCTIONS AND KEY RESPONSIBILITIES:

  • Establish oversight with key stakeholders, external vendors, HR, IT and Business Areas reliant upon HR processes and data, to ensure HR projects and technology enhancements are prioritized to meet business needs and successfully implemented according to business requirements, priorities, budget and plan
  • Oversee the prioritization and successful delivery of HR systems that enable various HR processes and annual cycles, including payroll, time and labor, benefits and compensation administration. 
  • Demonstrate strong understanding of HR and payroll data that drives system needs and continually works to ensure that HR and payroll user needs are met in a manner that is effective, efficient, and ultimately serves the HR and payroll teams
  • Engage team members to ensure the appropriate change management plans are in place to support new, enhanced technology or functionality
  • Provide necessary training to end users to increase their effectiveness and ability to use HR systems
  • Ensure delivery, documentation and support of configuration and integration/interfaces for both new functionality and enhancements.
  • Ensure the delivery of appropriate quality control over HR systems including maintenance of test scenarios and appropriate execution of testing for various changes
  • Responsible for maintaining appropriate internal control environment including access management and auditing, change control, and data confidentiality.
  • Responsible for understanding the boundary processes and systems of Accounting, Finance, and IT and to ensure the improvement and integrations of HR business processes and HR systems with those boundary areas.
  • Analyze and review existing business processes, controls, procedures and applications to develop innovative solutions that maximize efficiency and usability
  • Engage and consult with end users on a regular basis to understand system issues and offer business solutions
  • Work with HR Leadership team and business areas to improve workforce planning and reporting
  • Support and act as internal consultant to HR leadership and business leaders to understand the desired metrics and HR data reporting required across the organization.
  • Focus on data analysis to spot trends, edge cases and exceptions to established data entry standards
  • Provide support to the Human Resources function in the areas of workforce metrics, ad hoc reporting and analytics
  • Ensure governance of data quality and on-going HR business improvements to deliver accurate and reliable workforce data
  • Communicate pertinent updates and findings via formal presentations and management reporting.
  • Establish system, practices and procedures to maintain employee records and support employee inquiries pertaining to HR policy related matters.

  • Familiarity/knowledge of employment and labor laws and processes pertaining to regulatory compliance
  • Must thrive under pressure and manage multiple projects and priorities simultaneously and in a hands-on manner
  • Excellent business judgment and proficiency in organizational, analytical, conceptual, and problem-solving skills
  • Ability to quickly develop effective relationships and credibility
  • High integrity and confidentiality with sensitive information
  • Professional and confident in working with individuals at all levels of the organization and external vendors/customers.
 
Education and Experience:
  • Bachelor’s Degree
  • Seven (7) or more years of progressive experience and deep knowledge in HRIS/HCM Systems and Human Resources
  • HRIS/HCM project implementation experience
  • Advanced knowledge of HCM configuration and design including various HCM modules
  • Advanced knowledge of Payroll including current or previously held CPP Certified Payroll Professional Certification
  • HCM Certifications in two or more of the following modules (HR, Payroll, Time, Compensation, Performance, Benefits). Certifications must be within one of the platforms (UltiPro, Oracle, Workday)
  • Experience supporting and knowledge in Financials applications
  • Experience with SQL or other programming language
  • Advanced knowledge of MS Office Excel, Power Point, Word
 

 PREFERRED QULAIFICATIONS:

  • Ultimate Software experience
  • Payroll or Time and Labor module experience
  • Taleo Recruiting experience
  • Conceptual understanding of database tables and functionality
  • MS Office Projects
